The film opens as the Horror Hound Festival celebrates its first ever event in Louisiana, attracting hundreds of geeks, monsters and horror fans from all over. Among them were fan boy Chase and girlfriend Laine, who were forced to approach the promenade. However, ahead of the event, Laine will begin to experience inexplicable prejudice and disturbing visions regarding the cities of the past and especially the local legend / mythical city of The Creeper. When the festival arrives and the bloody entertainment goes crazy, Laine believes that something in the world has been challenged and is at the center of it.
